Springthorpe  Parish Meeting

6.00pm.  16th. June  2021

 

Attendance: Marian Graham (Chair), Wendy Gelder (Vice Chair), Tom Graham, Michael and Clare Anyan, Shirley Winter, Ella Collins, Gilly Proctor, Jean Gelder, Adrian Winter, Julie and John Oaks, Brian and Annabel Cameron, Penny and Peter Sedgwick.

 

1.   Apologies: Charles Anyan, Sue Winter, Alex Amaria.

2.  The minutes  of the  Springthorpe Parish Meeting of 13th  May May 2019 were read . There was no meeting in 2020  due  to the Covid pandemic.

3.  Matters arising  John Oakes  stated that no response  had been  received from  the   Highways Department   in reference to the road 'collapse' alongside their hedge. It was still filling with rain water and ruining  the hedge. It was stated that the ‘Springthorpe' sign on School  Lane had not  been replaced. The minutes were proposed as a true and accurate record by Clare Anyan  and seconded   by Adrian  Winter.

4.   Approval of  Accounts to 31.5t. March 2021: The accounts  were  read and explained. Thanks  to Ella Collins for taking responsibility for the defibrillators. Approved and seconded by Clare Anyan  and Adrian  Winter.

5.   Budget for 202112022:   Thanks were   given to the Village Hall for their contribution towards the new  notice boards. The grant  for the goal posts was £60  short as it was decided to buy better quality posts. The difference will be made up  by holding a raffle or some   money raising effort. Thanks were expressed to Wendy Gelder for obtaining the grants for the playing field fencing and the goal posts. John Gleadell kindly left £1000 in his will for the village to have a 'party'. A meeting will be held to discuss and decide the when and   how and also to celebrate the Queen's  Platinum Jubilee. Discussions were held  on the viability of the village web page. Adrian Winter  said it was felt it was a reasonable price and of value to the village and beyond. John Oaks  explained it had been  in the village hall's account. It was proposed and seconded by Ella Collins and John Oaks for the Village Hall to take over this expense again. Michael Anyan  suggested   that an increase in the precept be  requested. The budget accounts were approved  and seconded  by  Michael Anyan  and Shirley  Winter.

6.   Election of Chair and Vice Chair: Marian Graham Chair. Proposed and seconded by Shirley Winter and Gilly Proctor. Gilly Proctor - Vice Chair. Proposed and seconded  by  Clare  Anyan and Julie Oaks.

7.   Appointment of Auditor:  Grace Cartwright had agreed to audit the accounts  again and this was proposed and seconded by Shirley Winter and Clare Anyan. The Chair is to write to Grace with our thanks.

8.   Approval of application for Exemption Certificate: The reasons for this were explained.

Proposed and seconded by Wendy Gelder and Gilly Proctor.

9.   Maintenance of roads, footpaths, street lights and grass cutting: The first corner coming in from Corringham is still flooding in heavy rain and seriously effecting the houses on the west side of the road. The grass at the junction of Hill Road and Sturgate Lane is in need of cutting as it is too high and makes it very difficult to get out onto the road. Both matters are to be taken up with the Highways Local Authority.

10. Planning Applications:  One application for Diana  Rose's former home  in Sturgte. It is believed the land by the Church has been sold but  nothing  further has been heard. Detailed plans have to be  submitted by early July.

11. A.O.B: The Chair said thanks to Michael and  Charles Anyan for  the work  done with the footpaths, permissive ways etc. around their farm land. Michael Anyan asked that consideration be given to replacing the wall between the Village Hall and the cemetery.  It apparently is a council wall. Thanks to Adrian Winter for organising the 'dog poo' notices  and poo bins. The tree in the middle of the village green will be  moved in December.  Shirley Winter  asked what  had  been heard in respect of Springthorpe   and Heapham   Parishes joining up. Nothing further  has been heard  and Mr.P.Howitt-Cowan(Clir)   has said it may several years for the matter to be raised.
