2.    Minutes of last meeting 2 September 2024
a)    Corrections made: 
i     4b    6x not 2x 30MPH speed signs have been put up around the village.
ii    4b    To include comment Tom Graham made that Council support for traffic calming measures unlikely to be made as there have been no accidents within the village. 
iii    4b    Alex Amera has not yet written to local council regarding a 20MPH speed limit
b)    Matters arising 
i    Grit bin has been replaced on the Village green
ii    Reflectors have still not been replaced on the South entry/exit to Hill Road


3     Reports from Sub-committees:
Neighbourhood Plan
No report submitted
 £460 of the £2,000 grant has been spent on stationery and hospitality in pursuit ofthe neighbourhood Plam
4    Roads & Footpaths:
a)    Speeding
Chair has written to Lincoln Speedwatch Committee regarding the outstanding traffic problems in Springthorpe but has not yet had a response
Within the village no-one is currently trained to use the speed cameras. We would need to purchases notices, reflective clothing and rent the handheld speed gun, ideally training 6 people in the village to use these. Only 2 volunteers have come forward.
General discussion around speeding in the village:  CA stated that speeding is not an issue on the southern entrance of Hill Road but there was a consensus  that the entry and exit points at the northern end of Hill Road and at the eastern entrance of School Lane were problematic. Some concern expressed for the safety of volunteers performing handheld monitoring
Chair has not included sums for the purchase of interactive speed sign in the precept for next year after failure of the same in Corringham recently 
Chair will write to CSW to ask whether they will allow us to train just 2 volunteers for speed monitoring

b)    Hill Road flooding 
i     An intervention has occurred but despite asking for details of the work carried out by Highways  in October we have not been informed what this was. Flooding problem outside 8 Hill Road has not recurred to date. 
ii    Flooding outside The Old Chapel remains unchanged. It was requested that John Oaks takes photographs of this next time it occurs. To allow reporting on Fix my Street

5    Planning:
i    No new planning requests made
ii    Tillbridge Solar- Open floor Hearings to be held on January 14th 2025 in the evening at the Lincolnshire Showground. 
iii    7000 Acres meeting to be held in Glentham village Hall on 11th December 19.00 with BBC’s Panorama filming the event.

6    a) Playing Field:
The Parish Meeting is no longer managing the Playing field having established that we cannot be ‘holders’ of land other than Common Ground and allotments.
 The sum for grass cutting included in the proposed precept for 2025 has been removed accordingly. The current  Public Liability Insurance  will lapse in June 2025. 
Chair has spoken informally to Steve Gelder about the future of the Playing Field. He is to be invited to the next Parish meeting to discuss the future management of the playing field. This will not be a subcommittee of the Parish Meeting but run administratively and financially separately from the Parish Meeting. 
Playing Field issues will no longer form part of the business of the Parish Meeting

b) Village Green:
£4,000 grant obtained from WLDC to cover legal guidance fees, awaiting solicitors quote. WLDC also agreed in principal £3,000 to cover cost of registering the Village green and landscaping plans. 
 We need to re-register it on the Land registry  however historic Manorial Rights currently prevent us from doing this. In addition the missing piece of Green from the 1902 land swap needs registering as part of the footprint. Hence the need for legal advice.
We would need planning permission for any landscaping work to be performed on the Green so this would entail a separate project and different funding
Consensus that parking area needs to remain a feature of the Green
7     Correspondence:
i     “Live Well Your Way” a personal social support organisation offering their services, agreed to invite them to a village coffee morning to explain who they are and what they can provide.
ii    Willingham Medical Charity asking if we are having an event this year for the over 66. Chair has confirmed we are considering an event in early 2025
iii    Village  Hall Committee had requested a donation from the Parish Meeting towards funding the  village green Christmas tree, but this was declined ( no funding  requested in 2024 precept, no underspend yet clear in accounts).
JC expressed concern that this type of expense should be included.  Chair confirmed the precept request for 2025 does not include this and has already been submitted
8    Financial Matters:
Treasurers report provided, cash in bank stands at £1662.86 of which £1533.87 belongs to Neighbourhood Planning  sub-committee
Draft Precept of £1034.69 proposed by John Oaks and seconded Adrian Winter
JO expressed concern about  PM finances (relying on Precept and Grants to fund Parish Meeting expenditure). Chair explained the rationale that this leaves public fundraising available in full to both the Church and VHC. 

9    Items for discussion not decision

b    Over 66 event: we could proceed with this if a grant is made available
c    Fibre broadband: Quickline coming to the village  ?by March 2025. Villagers who want to subscribe to it,should express an interest to Quickline
